Castries, February 17, 2026St. Lucia Electricity Services Limited (LUCELEC) has announced the appointment of Mr. Carryl Haynes to the position of Assistant Chief Engineer effective Thursday, January 1, 2026.

Mr. Haynes previously served as Generation Engineer – Maintenance in LUCELEC’s Generation Department. He holds a Bachelor of Science in Electrical & Computer Engineering from the New York Institute of Technology.

This follows recent public statements from the contractor on the Norbert Road Rehabilitation Project where the issue of estimate cost and public safety were raised. He says all company estimates are prepared using established and standardized procedures.
